JACOBS CONTENDS THAT SMYTHE IS NOT COMPLYING WITH THE REQUIREMENTS OF THE CONTRACT.

WHETHER THE AWARDEE IS IN FACT PERFORMING IN ACCORDANCE WITH CONTRACT REQUIREMENTS IS A MATTER OF CONTRACT ADMINISTRATION WHICH IS THE FUNCTION AND RESPONSIBILITY OF THE PROCURING ACTIVITY.
