OUR DECISION OF SEPTEMBER 5, 1962, WAS REACHED AFTER CAREFUL CONSIDERATION OF ALL THE FACTS AND CIRCUMSTANCES OF THE CASE AND THE APPLICABLE LAWS AND REGULATIONS.
