THE DECISIONS OF MAY 11, 1962, AND JULY 24, 1962, B-148774, AND LETTERS DATED MARCH 26, 1962, AND APRIL 9, 1962, FROM OUR CLAIMS DIVISION ALSO ADVISED YOU THAT YOUR CLAIM WAS PRECLUDED FROM OUR CONSIDERATION BY THE ACT OF OCTOBER 9, 1940, 31 U.S.C. 71A.
