Cajar Defense Support Company has submitted to our Office a copy of a letter addressed to the contracting officer assigned to solicitation No. DAAA21-90-R-0006, which was issued by the U.S. Army Armament, Munitions & Chemical Command. To the extent this submission is intended to constitute a protest to the General Accounting Office, we dismiss it.

Cajar's letter refers to a "previously defined overall protest action" and appears to be a response to a letter from the contracting officer in connection with a protest Cajar has filed with the agency. It consists of numbered paragraphs that apparently refer to points raised in prior correspondence from the agency. However, Cajar has not included any explanation of the referenced correspondence, and we are unable to discern the basis of the protest from the limited information before us. We also note that Cajar has not requested a ruling by our Office.

Our Bid Protest Regulations explicitly require protesters to set forth a detailed statement of the legal and factual grounds of protest. 4 C.F.R. Sec. 21.1(b)(4) (l989). The protester has failed to do so here. Therefore, pursuant to 4 C.F.R. Sec. 21.3(m), the protest is dismissed.
