N-13453928, ON THE THEORY THAT WHEN AN UNROUTED SHIPMENT IS TENDERED TO AN ORIGIN CARRIER THE SHIPPER IS ENTITLED TO THE LOWER RATED OF TWO EQUALLY AVAILABLE ROUTES.
