A government employee was transferred from Montreal to Hamburg, Germany. In accordance with paragraph 117 of the Standardized Government Travel Regulations, he was instructed to ship his household goods on a vessel of American registry. No vessels of American registry were available out of Montreal; as such, GAO concluded household goods may be shipped via a vessel of foreign registry.
