GAO was asked to determine an opinion in regards to the validity of the Wool Standards Act and ensuing appropriation. GAO determined that the propriety of making an appropriation is for the consideration of the Congress and the General Accounting Office as created by the Budget and Accounting Act of June 10, 1921, but feels that in this case, a determination would not lie with GAO.
