A firm protested the Department of Housing and Urban Development's (HUD) rejection of its proposal for special property inspection services, contending that HUD either misunderstood or failed to read its proposal concerning the number of inspections that it would perform daily. GAO held that HUD reasonably determined that the protester's proposal was technically unacceptable because it did not address the solicitation's requirement for detailed inspections. Accordingly, the protest was denied.
