A firm protested an Army contract award for base operations support services, contending that the Army: (1) improperly evaluated its proposal; (2) failed to conduct meaningful discussions; and (3) conducted an improper cost/technical evaluation. GAO held that the Army: (1) reasonably evaluated the proposals in accordance with the solicitation's evaluation criteria; (2) reasonably led the protester into the areas of its proposal that needed revision; and (3) conducted a reasonable cost/technical evaluation in selecting the awardee's higher-rated, higher-priced bid. Accordingly, the protest was denied.
