A firm protested the Army's cancellation of solicitation for painting services, contending that rather than cancelling the solicitation, the Army should have awarded it a contract. GAO held that the Army reasonably cancelled the solicitation because it improperly restricted competition by incorrectly requiring the contractor to perform most of the work. Accordingly, the protest was denied.
