A firm protested a Defense Commissary Agency (DeCA) solicitation for database services, contending that the procurement should be set aside for exclusive small business participation. GAO held that DeCA reasonably determined that it could not expect to receive proposals from at least two responsible small businesses that would perform the solicitation requirements at a fair market price. Accordingly, the protest was denied.
