A firm protested a Navy contract award for food services, contending that the Navy unreasonably evaluated its past performance. GAO held that the: (1) Navy reasonably evaluated the protester's proposal; and (2) protester untimely filed its protest more than 10 days after it knew the basis for protest. Accordingly, the protest was denied in part and dismissed in part.
