[Protest of VA Contract Award for Eyeglasses]

A firm protested a Department of Veterans Affairs (VA) contract award for eyeglasses, contending that VA improperly made award to the lower-priced, lower-rated technical proposal. GAO held that VA reasonably determined that the two proposals were technically equal, and the selection of the lower-priced proposal was in accordance with the solicitation's evaluation criteria. Accordingly, the protest was denied.
