A firm protested a Department of Veterans Affairs' (VA) task order for telephone services, contending that VA: (1) improperly evaluated its proposal; (2) failed to conduct meaningful discussions; and (3) improperly waived certain material requirements for the awardee's benefit. GAO held that VA: (1) reasonably determined that the protester's bid did not comply with the solicitation's requirements; (2) conducted adequate discussions with the protester and afforded it an opportunity to revise its proposal; and (3) did not waive certain requirements for the awardee.
