[Request for Modification of Recommendation in Prior Decision]

The Department of Commerce protested GAO's recommendation to allow the submission of revised proposals after Commerce revised its solicitation for computer services, contending that unsuccessful bidders would have a competitive advantage over the awardees, given the debriefings the unsuccessful bidders have received. GAO held that Commerce failed to show that the unsuccessful bidders would actually have a competitive advantage. Accordingly, the request for modification of GAO's recommendations was denied.
