A firm protested an Army Corps of Engineers contract award for the operation and maintenance of groundwater treatment systems, contending that the Corps: (1) failed to perform a proper price realism analysis; and (2) improperly evaluated the technical proposals. GAO held that the Corps: (1) conducted a reasonable cost realism analysis; (2) evaluated the proposals in accordance with the solicitation's evaluation criteria; and (3) reasonably determined that the awardee's technically superior bid warranted the payment of a higher price premium. Accordingly, the protest was denied.
