A firm protested a Defense Logistics Agency (DLA) contract award for shaft seal assembly kits, contending that DLA improperly selected the awardee, since it submitted a lower-priced quote to DLA via facsimile. GAO held that DLA properly selected the awardee, since: (1) DLA denied ever receiving a quote from the protester; and (2) the protester's facsimile transmission report could not stand alone as evidence to establish receipt by DLA. Accordingly, the protest was denied.
