A firm protested the John F. Kennedy Center for the Performing Arts' rejection of its bid and subsequent contract award for elevator and escalator maintenance and repair, contending that its proposal represented the best value to the government. GAO held that the protester's proposal was not technically acceptable, and thus the Kennedy Center was not required to consider it for award, despite its lower price. Accordingly, the protest was denied.
