[Protest of MSC Contract Award for Tugboat Charter]

A firm protested a Military Sealift Command (MSC) contract award for a tugboat charter, contending that MSC: (1) improperly evaluated technical proposals; and (2) made an improper best value determination. GAO held that MSC reasonably evaluated the proposals in accordance with the solicitation's evaluation criteria. Accordingly, the protest was denied.
