A firm protested the Government Printing Office's (GPO) cancellation of a solicitation for publication services, contending that: (1) GPO improperly cancelled the solicitation; and (2) the solicitation's geographic restriction was improper. GAO held that: (1) GPO reasonably determined that the restriction was necessary to ensure print quality of final publication; and (2) the protester untimely filed its protest concerning the solicitation's cancellation more than 10 days after it knew the basis of protest. Accordingly, the protest was denied.
