A firm protested a Navy contract award for air terminal services, contending that the Navy: (1) unreasonably evaluated the proposals; and (2) was biased in favor of the awardee. GAO held that the: (1) protester failed to raise specific challenges to the Navy's evaluation of the awardee's proposal; (2) Navy evaluated the proposals in accordance with the solicitation's evaluation criteria; and (3) protester was not biased by the Navy's discussion with the awardee concerning instructions for bid submissions. Accordingly, the protest was denied.
