[Protest of HUD Solicitation for Real Estate Closing Services]

A firm protested a Department of Housing and Urban Development (HUD) solicitation for real estate closing services, contending that HUD improperly set the solicitation aside for exclusive small business participation. GAO held that HUD had a reasonable basis to anticipate that it would receive offers from at least two responsible small business concerns, and that award would be made at fair market prices. Accordingly, the protest was denied.
