Highlights

A firm protested a Department of the Treasury solicitation for food services, contending that the bonding requirements were unreasonable and unduly restricted competition. GAO held that: (1) Treasury reasonably imposed the performance bonds, since it was concerned about ensuring uninterrupted food service; and (2) the performance bonds were reasonably based on 20 percent of the base year contract price. Accordingly, the protest was denied.
