A firm requested that it be reimbursed the costs of filing and pursuing its initial and supplemental protests challenging an Army contract award for linguist services, contending that it should be reimbursed for both protests since they are intertwined. GAO held that the Army reasonably: (1) determined that the protests were severable, since they addressed separate issues concerning the technical evaluations; (2) decided to pay the costs associated with the supplemental protest, since GAO's alternative dispute resolution predicted that the protest would be sustained; and (3) decided not to pay the costs related to the protester's original protest, since the Army's corrective action rendered the protest academic. Accordingly, the request for reimbursement for the initial protest was denied.
