[Request for Modification of GAO Recommendation]

A firm requested modification of a sustained protest against an Air Force contract award for software engineering services, contending that since it submitted the only acceptable bid, it should have been awarded the contract. GAO had held that the Air Force should reevaluate the awardee's proposal to determine whether it should have been considered acceptable given its failure to address certain solicitation requirements. GAO held that the protester was not correct in its belief that it would be in line for the award if the awardee's proposal was deemed technically unacceptable, since there were other technically acceptable offers.
