Two firms protested an Army Corps of Engineers contract award for a hydrant fuel system, contending that the Corps improperly evaluated their relevant experience. GAO held that the Corps reasonably concluded that the protesters' failure to complete construction and start-up of two similar pressurized aircraft hydrant fueling systems constituted a failure to meet the solicitation criteria. Accordingly, the protests were denied.
