A firm protested a General Services Administration (GSA) contract award for elevator maintenance services, contending that GSA failed to conduct discussions with it regarding its performance history. GAO held that GSA reasonably denied the protester's attempt to discuss performance history, since the protester failed to provide completed reference questionnaires concerning offerors past performance, as was required by the solicitation. Accordingly, the protest was denied.
