Two firm protested an Army contract award for rough terrain vehicles, contending that the Army: (1) failed to follow the solicitation's requirements to make multiple awards; (2) misevaluated proposals; and (3) improperly waived the Buy American Act preference requirements. GAO held that: (1) the solicitation did not require the Army to make multiple awards; (2) the Army reasonably determined that the awardee's proposal presented the best value to the government; and (3) GAO would not review the Army's decision to waive the Buy American Act provisions. Accordingly, the protests were denied.
