A firm protested a Department of Veterans Affairs (VA) contract award for home oxygen services, contending that VA unreasonably evaluated the proposals. GAO held that VA reasonably: (1) downgraded the protester's proposal in the past performance evaluation; and (2) increased the awardee's evaluation score, since the awardee improved its best and final offer in the quality assurance area. Accordingly, the protest was denied.
