Highlights

A firm protested a Navy contract award for integrated ship control system upgrades, contending that the awardee had an unfair competitive advantage. GAO held that the awardee's access to ship configuration drawings did not result in an unfair competitive advantage, since the solicitation sufficiently identified requirements for preparing proposals for all bidders and the awardee's access to the drawings was not a result of unfair motives or actions on the part of the government. Accordingly, the protest was denied.
