A firm protested a Department of Energy contract award for janitorial and maintenance services, contending that the awardee's: (1) proposal failed to comply with the solicitation's pricing requirement; and (2) bid was materially unbalanced. GAO held that the awardee's bid: (1) reasonably satisfied the solicitation's requirement that the first 2 performance years be priced in accordance with an applicable wage determination; and (2) was materially balanced. Accordingly, the protest was denied.
