A firm protested the Department of Housing and Urban Development's (HUD) reevaluation of proposals undertaken in response to its sustained protest, contending that HUD failed to: (1) take into account the beneficial features of its proposal; and (2) hold meaningful discussions with it concerning certain features of its proposal that were in excess of HUD's requirements. GAO held that HUD: (1) reasonably determined that the protester's proposed features were unlikely to contribute significantly to its needs; and (2) did not consider the protester's proposed features to be weaknesses and, thus, was not required to discuss them. Accordingly, the protest was denied.
