A firm protested the Air Force's determination to use in-house personnel rather than contracting for housing management services, contending that: (1) the Air Force violated various provisions of OMB Circular A-76 in conducting the comparison; and (2) absent the alleged violations, the competition would have resulted in a determination that the protester's proposal was more economical. GAO held that: (1) the Air Force's failure to seal certain information did not materially affect the cost comparison; and (2) the Air Force properly corrected its in-house proposal to adjust for the use of volunteers. Accordingly, the protest was denied.
