A firm protested a Navy contract award for bearing distance heading indicators, contending that the Navy was required to delay award until it had completed testing of its product for inclusion on the qualified products list (QPL). GAO held that the Navy was not required to delay award, since the protester had ample opportunity to complete QPL testing over a period of years. Accordingly, the protest was denied.
