A firm protested a Defense Supply Center Richmond (DSCR) solicitation for assemblies, contending that DSCR's method for evaluating vendors' past performance was improper. GAO held that DSCR demonstrated that it was requiring meaningful information, and that without those data DSCR would have no cost-effective means for evaluating past performance. Accordingly, the protest was denied.
