A firm protested the Navy's rejection of its bid and subsequent contract award for registered nurses, contending that the Navy improperly: (1) eliminated it from the competitive range; (2) evaluated its past performance and price; and (3) evaluated the awardee's proposals. GAO held that: (1) the Navy reasonably eliminated the protester's revised proposal from the competitive range after conducting discussions, since the protester failed to demonstrate past performance in providing registered nurses as required by the terms of the amended solicitation; (2) the protester's low price indicated it could have problems recruiting and retaining registered nurses; and (3) the Navy evaluated the proposals in accordance with the stated evaluation criteria. Accordingly, the protest was denied.
