A firm protested a Trade and Development Agency (TDA) contract award for a program audit, contending that TDA: (1) failed to properly consider its low price in making the award determination; and (2) misevaluated its technical proposal. GAO held that TDA reasonably evaluated the protester's bid in accordance with the solicitation's evaluation criteria. Accordingly, the protest was denied.
