[Protest of Army Contract Award for Construction Services]

A firm protested an Army Corps of Engineers contract award for construction services, contending that the awardee's bid was unbalanced. GAO held that the awardee's bid was not unbalanced, since the differences between the awardee's prices and the other bidders' prices were relatively small. Accordingly, the protest was denied.
