A firm requested reconsideration of its denied protest of a Military Traffic Management Command (MTMC) solicitation for the transport and storage of an employee's personal property. GAO had held that MTMC's: (1) decision to set aside 17 of 53 traffic channels in their entirety for small business participation made maximum use of small business capacity; and (2) determination not to totally set aside the 10 highest-volume channels for small business was proper, since it had no reasonable expectation that two or more small business concerns had the capability to handle all the solicitation's requirements. In its request for reconsideration, the protester contended that: (1) MTMC's decision to set aside some of the traffic channels for small businesses improperly constituted a partial set-aside; and (2) MTMC should have set aside the 10 highest-volume channels for small businesses. GAO held that: (1) MTMC properly concluded that the small business set-asides did not constitute a partial set-aside of the entire procurement, but were properly considered total set-asides; and (2) the protester failed to show any legal or factual errors that would warrant reversal or modification of the original decision. Accordingly, the request for reconsideration was denied.
