Highlights

A firm protested an Agency for International Development (AID) contract award for installation of security/safety window film, contending that: (1) AID failed to make a best value determination consistent with the solicitation; and (2) the awardee could not meet certain specifications. GAO held that AID: (1) conducted a reasonable price/technical tradeoff in selecting the lower-priced, technically acceptable bid; and (2) reasonably determined that the protester's longer warranty coverage was not worth its higher price. Accordingly, the protest was denied.
