A firm protested the Army Corps of Engineers' rejection of its bid for construction services, contending that the Small Business Administration (SBA) violated or misapplied regulations in making the determination that it was not eligible for award under the solicitation. GAO held that: (1) SBA properly applied its regulations in determining that the protester was ineligible for award; and (2) the Corps properly rejected the protester's bid, since the protester had been determined ineligible for award. Accordingly, the protest was denied.
