A firm protested an Internal Revenue Service (IRS) contract award for janitorial services, contending that the IRS's selection decision was unreasonable. GAO held that IRS failed to: (1) properly document its source selection decision; and (2) evaluate the technical proposals in accordance with the solicitation evaluation criteria. Accordingly, the protest was sustained, and GAO recommended that IRS: (1) reassess the relative technical merits and prices of the best and final offers, consistent with the solicitation evaluation criteria, and make a proper and documented source selection determination; and (2) reimburse the protester for its protest costs.
