A firm requested reconsideration of its denied protest of the Army's issuance of task orders for Chemical Weapons Demilitarization Technology. GAO had held that it was precluded from exercising bid protest jurisdiction, since the task orders were within the scope of the contract. In its request for reconsideration, the protester contended that: (1) its protest dismissal was inappropriate; and (2) its protest should be reinstated. GAO held that the restriction on protests of orders placed under a contract award does not bar GAO from exercising bid protest jurisdictions under the Competition in Contracting Act over the protester. Accordingly, GAO reversed its prior dismissal and reinstated the protester's protest.
