A firm protested a National Park Service (NPS) contract award for the relocation of a lighthouse, contending that: (1) NPS unreasonably evaluated its proposal; and (2) improperly awarded the contract to the awardee. GAO held that: (1) in evaluating the relative merits of proposals to relocate the lighthouse, NPS reasonably determined that the awardee's proposed method of relocating the lighthouse was preferable to the protester's proposed method; and (2) the tradeoff decision in favor of the awardee's more expensive proposal was consistent with the solicitation. Accordingly, the protest was denied.
