A firm protested an Air Force contract award for visual information end products and technical services in support of pre-launch, launch, post-launch, and non-launch operations, contending that the Air Force: (1) improperly evaluated the awardee's technical proposal; (2) conducted misleading discussions with it; (3) improperly awarded the contract to the awardee; and (4) improperly changed its award criteria to give greater emphasis to price. GAO held that the Air Force: (1) properly evaluated the technical proposals in accordance with the solicitation's evaluation criteria; (2) properly held discussions with the protester, since it advised the protester of areas where its proposal needed clarifications or revisions; (3) properly awarded the contract to the awardee, since it offered the lowest-cost, technically acceptable bid; and (4) the protester was not sufficiently interested to challenge other issues concerning the awardee's proposal. Accordingly, the protest was denied.
