[Report on Noncompliance with CICA]

Pursuant to a legislative requirement, GAO reported on federal agencies' implementation of GAO's recommendations in connection with bid protests it decided during fiscal year (FY) 1996. GAO noted that during FY 1996: (1) there was no instance in which an agency failed to implement a GAO recommendation; (2) it received 2,092 protests and 194 requests for reconsideration; and (3) it closed 2,161 protests and 174 requests for reconsideration.
