Pursuant to a congressional request, GAO reviewed whether a U.S. Fish and Wildlife Service (FWS) employee's participation in a press conference violated the Department of the Interior Appropriations Act. GAO noted that FWS improperly expended appropriated funds to pay for the employee's participation in the press conference, since the employee intended to promote public opposition to the proposed legislation.
