Highlights

A firm protested a Navy contract award for support services, contending that the awardee materially misrepresented the availability of its proposed personnel. GAO held that: (1) the Navy reasonably evaluated the qualifications of the proposed personnel; and (2) there was no evidence that the awardee improperly substituted key personnel after award. Accordingly, the protest was denied.
