A firm protested a Navy contract award for training services, contending that: (1) its technically superior bid represented the best value to the government; (2) the Navy misled it into raising its bid price; and (3) the Navy should have rejected the awardee's bid, since it was mathematically unbalanced. GAO held that: (1) the Navy reasonably determined that the awardee's bid represented the best value to the government; (2) the Navy did not mislead the protester into raising its bid price; and (3) there was no basis to reject the awardee's bid as unbalanced. Accordingly, the protest was denied.
