A firm protested the Coast Guard's exclusion of its bid from the competitive range for a waterproof communication device, contending that the: (1) Coast Guard should have conducted discussions with it and afforded it the opportunity to lower its bid; and (2) solicitation specifications should have been more stringent. GAO held that: (1) the Coast Guard reasonably excluded the protester's excessively high bid from the competitive range; and (2) it would not consider the protest that the solicitation requirements should be more stringent, since the Coast Guard's use of less stringent specifications was consistent with the requirement for full and open competition. Accordingly, the protest was denied.
